Early Life and Education
Vladimir Mikhailovich Mazo was born and raised in the city of Kurgan-Tyube, Tajik SSR. He graduated from the Agricultural Institute in Dushanbe in 1972 and later defended his dissertation at the Novosibirsk Academy of Sciences, earning a Candidate of Economic Sciences degree.
Career in Tajikistan
From 1972, Mazo worked at the Kuibyshev State Farm and Technical School in the Kurgan-Tyube district of Tajik SSR, where he held various positions including engineer, head of central workshops, chief engineer, and manager of a special department for mechanization and electrification of agricultural production. From 1987 to 1991, he served as the head of the same institution.
During his time in Tajikistan, Mazo was also politically active, serving as a deputy of the Supreme Soviet of the Tajik SSR and a member of the Communist Party of Tajikistan's Central Committee.
Career in Russia
In May 1991, Mazo relocated to the Russian SFSR, where he became the director of the Usmany Industrial and Technological College, a position he held until 2007. From 2003 to 2006, he was a deputy of the Raion Council of Deputies and, from 2003, the secretary of the United Russia party's Usmany local branch.
In October 2006, Mazo was elected as a deputy of the Oblast Council of Deputies from United Russia. He served on the committee for agro-industrial complex, land relations, and ecology.
Head of Administration of Usmany District
On April 22, 2007, Mazo was elected as the Head of the Administration of Usmany District, after receiving 92.5% of the votes. He was re-elected in 2012 with 80.04% of the vote and again in 2017 with 43 out of 44 votes from the Council of Deputies.
