Early Life and Education
Vladimir Alekseevich Pekhtin was born on December 9, 1950 in Leningrad. In 1974, he graduated from the Leningrad Polytechnic Institute with a degree in hydraulic engineering, specializing as an engineer-hydrologist.
Professional Career
After graduating, Pekhtin relocated to the Far North, where he worked in his field at "KolymaGESstroy" and later at "Kolymaenergo." He advanced through the ranks from master to general director, ultimately holding the latter position for 23 years.
Political Journey
In 1994, Pekhtin was elected deputy of the Magadan Regional Duma. From 1997 to 1999, he served as Chairman of the Magadan Regional Duma. During this time, he also held the following positions:
- Member of the Federation Council
- Member of the Federation Council's Committee on International Affairs
- Deputy Chairman of the Energy Commission
Pekhtin joined the board of directors of RAO "EES Rossii" in 1997.Entry into the Duma and Leadership Roles
In December 1999, Pekhtin was elected to the State Duma as part of the "Unity" interregional movement. He became the head of the State Duma Committee on Property. As a result of his election to the Duma, his tenure in the Federation Council ended on February 16, 2000.
