Born on January 23, 1964, in Leningrad (now Saint Petersburg), the renowned businessman and entrepreneur completed his legal studies at Leningrad State University (now Saint Petersburg State University) in 1986.

Legal CareerBefore pursuing law, he began working at Oktyabrskaya Railway and later at the Kirov Plant. After graduating, he served as an investigator in the St. Petersburg and Leningrad Oblast Internal Affairs Department. During his tenure, he received training at the Higher Investigative School of the USSR Ministry of Internal Affairs (Volgograd) as an investigator.
