Early Life and Education

Vladimir Borisovich Rushailo was born on July 28, 1953, in Tambov, Russia. In 1976, he graduated from the Omsk Higher School of Militia of the USSR Ministry of Internal Affairs (MIA).

Career in Law Enforcement

Rushailo joined the MIA in 1972 and began his career in 1976 as a detective in the Moscow police's criminal investigation department. In 1986, he joined the Moscow Criminal Investigation Department's (MUR) organized crime division and briefly supervised the city's chain of currency exchange stores, "Berezka." From 1988 to 1993, Rushailo headed MUR's 6th Department, which specialized in anti-banditry and organized crime operations.

Rise to Prominence

In 1992, Rushailo was appointed head of the newly established Regional Directorate for Combating Organized Crime (RUBOP). He personally participated in operations to neutralize criminals and liberate hostages. In 1994, he was promoted to Major General of Police.

Following the assassination of journalist Vladislav Listyev in March 1995, Rushailo ordered a search of the office of Boris Berezovsky, the head of AO "LogoVAZ." In October 1996, he was appointed First Deputy Chief of the MIA's Main Directorate for Combating Organized Crime (GUOP).

Political Career

In December 1996, Rushailo was dismissed from his position and reassigned to the Council of the Federation of the Russian Federation, while remaining on the MIA's payroll. From 1996 to 1998, he served as an advisor on legal and security issues to Yegor Stroyev, the Chairman of the Council of the Federation.

Transition to Top Government Positions

In May 1998, Rushailo was appointed Deputy Minister of Internal Affairs of the Russian Federation by presidential decree, with the rank of Lieutenant General. He supervised the activities of the GUOP MIA. In May 1999, he was appointed Minister of Internal Affairs of the Russian Federation in Sergey Stepashin's government, with the rank of Colonel General.

Rushailo retained his position as Minister of Internal Affairs under Vladimir Putin (1999-2000) and Mikhail Kasyanov (2000-2001). On March 28, 2001, he was relieved of his duties as Minister of Internal Affairs and appointed Secretary of the Security Council of the Russian Federation.

Personal Life and Recognition

Rushailo is married and has three children. He has been awarded the Orders of Courage, Honor, and For Personal Courage, as well as the title of Honored Worker of the MIA.
