Vladimir Petrovich Shcherban: A Political Journey

Early Life and Education

Vladimir Petrovich Shcherban was born on January 26, 1950, in Artemovsk, Luhansk Oblast. After completing high school, he worked as an apprentice locksmith at the Donetsk plant "Tochmash." Following his mandatory military service in the Soviet Army, he returned to work at the factory.

In 1976, Shcherban graduated from the Donetsk Commercial Institute with a degree in economics.

Political Career

From 1976 to 1990, Shcherban served as a manager in the processing industry. In 1990, he was elected to the Donetsk City Council, where he chaired a standing commission.

In 1994, Shcherban became a member of the Ukrainian Parliament (2nd convocation). Initially, he joined the "Interregional Deputy Group" and later led the "Social Market Choice" faction. He also engaged in commercial activities, heading the company "Delo Vsekh."

Governor of Donetsk Oblast

From July 1994 to October 1996, Shcherban served as the Chairman of the Donetsk Regional Council of People's Deputies. On July 11, 1995, he was appointed Head of the Donetsk Regional State Administration.

Author and Political Leader

In 1997, Shcherban published a book. In 1998, he was re-elected to the Ukrainian Parliament (3rd convocation).

Head of Sumy Oblast

On March 31, 1999, Shcherban was appointed Head of the Sumy Regional State Administration. He held this position until his election to Parliament in 2002.

Return to Parliament and Arrest

After being elected to Parliament in 2002, Shcherban became a member of the "Our Ukraine" faction. In 2002, he was appointed as the Chairman of the Sumy Regional State Administration.

On November 4, 2006, Shcherban was arrested at Boryspil International Airport upon his return to Ukraine. He was charged with violating visa regulations and was later released on bail.
