Childhood and Education
Born into a family of public servants in 1913, Viktor Fedorovich Belyakov received his education in mechanical engineering at the Leningrad Mechanical Institute, graduating in 1931.
Early Career in Industry
Belyakov began his career in 1931 as the manager of the Leningrad branch of the VSNKh USSR transport-technical assembly base. From 1931 to 1937, he held positions as department head and production manager at the "Krasny Metallist" plant in Leningrad.
Rise in the Ranks at "Krasny Metallist"
From 1937 to 1940, Belyakov became chief engineer and later director of the "Krasny Metallist" plant in Leningrad, demonstrating his leadership skills and technical expertise.
Contribution to the War Effort
During World War II, Belyakov played a significant role in the heavy machinery industry. He served as head of the planning and distribution department of the USSR People's Commissariat of Heavy Machine Building from 1940 to 1945 and became deputy People's Commissar from 1945 to 1946.
Leadership in Heavy Machine Building
After the war, Belyakov continued to rise through the ranks. From 1946 to 1947, he was First Deputy Minister, and from 1947 to 1949, Deputy Minister of Heavy Machine Building. In 1949, he was appointed First Deputy Minister, a position he held until 1953.
Moscow City Economic Council
In 1957, Belyakov was appointed Deputy Chairman of the Moscow City Economic Council. From 1961 to 1963, he became its Chairman, overseeing the city's industrial development.
Ministerial Roles
From 1963 to 1965, Belyakov served as First Deputy Chairman of the USSR State Planning Committee (Gosplan) and Minister of the USSR. In 1965, he was appointed Minister of Heavy, Power, and Transport Machine Building, a position he held until 1975. From 1975 to 1983, he served as Minister of Heavy and Transport Machine Building.
Political Career and Retirement
Belyakov became a member of the Communist Party in 1931. He was elected to the Central Committee of the CPSU from 1964 to 1986 and served as a deputy to the Supreme Soviet of the USSR from the 6th to the 10th convocations. In 1983, he retired as a personal pensioner of national significance.
Honors and Legacy
Viktor Fedorovich Belyakov was awarded the Hero of Socialist Labor (1977), four Orders of Lenin, three Orders of the Red Banner of Labor, an Order of the Patriotic War 1st class, and an Order of the Red Star. He passed away in Moscow in 2003, leaving behind a legacy of service to the Soviet machine-building industry and the nation as a whole.
