Biographical Sketch of Władysław Grabski
Władysław Grabski was a prominent Polish politician, economist, and historian. Born into an aristocratic family as the younger brother of Stanisław Grabski, he received his education at the prestigious University of Paris.
Early Life and Political Involvement
Throughout his early years, Grabski founded several agricultural societies in the regions of Bochen and Łowicz. He later established and became the first director of the "Meliorative Society" in Warsaw. In 1900, he married Katarzyna Lewandowska, with whom he had four children. Grabski's political career began as a deputy in the State Dumas of the Russian Empire, representing the Warsaw Governorate during its first, second, and third terms.
Prime Minister and Minister
Grabski ascended to the position of Prime Minister of Poland twice, serving from 1920 and again from 1923 to 1925. During his tenure, he concurrently held the post of Minister of the Treasury from 1919 to 1920 and 1923 to 1924. As one of the leaders of the National Democratic Party, he played a key role in shaping the political landscape of interwar Poland.
Economic Reforms
Grabski's 1923 government implemented a series of measures to stabilize the economy. Government expenditures, including military spending, were significantly reduced. Tax collection was enhanced through measures such as basing tax rates on the stable value of gold instead of the depreciating currency. Excise taxes were raised on alcohol, sugar, and matches, while a property tax was introduced.
Furthermore, Grabski oversaw a significant monetary reform. On May 1, 1924, the Polish złoty was introduced as the new national currency, pegged to the value of the Swiss franc. This reform played a crucial role in stabilizing the economy and restoring confidence in the Polish financial system.
