Early Life and Political BeginningsYuriy Vitoldovych Lutsenko was born on December 14, 1964, in Rivne, Ukraine. His father, Vitaliy Ivanovych Lutsenko, was a prominent politician who held various leadership positions and served as the first secretary of the Rivne Oblast Committee of the Communist Party of Ukraine.
Yuriy Lutsenko entered politics in 1991, joining the Socialist Party of Ukraine. He held various positions in the Rivne Oblast administration, including Deputy Head of the Oblast Council (1994-1996) and Head of the Committee for Economy (1996).
Role in the Orange Revolution
As a member of the Ukrainian opposition, Lutsenko played a key role in the Orange Revolution of 2004, which led to the downfall of President Leonid Kuchma. He organized street protests and advocated for electoral reforms.
Minister of Internal Affairs
Lutsenko was first appointed Minister of Internal Affairs in February 2005, serving in the cabinets of Yulia Tymoshenko, Yuriy Yekhanurov, and Viktor Yanukovych. He promised to combat corruption within the ministry.
However, his tenure was marked by controversial public invitations to suspects and witnesses for questioning, which were later discontinued. Despite these practices, Lutsenko claimed to have achieved some success in reducing crime.

In August 2006, Lutsenko was reappointed as Minister of Internal Affairs under Prime Minister Yanukovych. However, he had previously stated that he would not work with Yanukovych's team.
A parliamentary investigation into alleged corruption led to Lutsenko's dismissal in December 2006. He was charged with abuse of office and unauthorized distribution of firearms. However, the charges were later overturned in court.
Creation of People's Self-Defense
After his dismissal, Lutsenko founded the People's Self-Defense movement, which aimed to dissolve parliament and remove the Yanukovych government. He accused the government of violating the principles of the Orange Revolution.
Return to Government
In December 2007, Lutsenko was once again appointed Minister of Internal Affairs, this time under Prime Minister Yulia Tymoshenko. He focused on improving road safety, combating illegal migration, and strengthening the rule of law.

Lutsenko's tenure was not without controversy. In January 2008, he engaged in a physical altercation with Kyiv Mayor Leonid Chernovetsky. Lutsenko claimed self-defense, but the incident raised questions about his fitness for office.
