Early Life and Education

Yuriy Garbuz was born on November 18, 1971, in the settlement of Melove, Ukraine. After completing high school, he served in the Soviet Army from 1989 to 1991. In 2000, he graduated from the Luhansk Cooperative College with a degree in accounting. He also holds a degree in management and economics from the Luhansk National Agricultural University, obtained in 2006.

Agricultural Career

In 1992, Garbuz founded the "Garbuz Y. G." farm, becoming its chairman. The following year, he established the "Nadezhda" Association of Farms. In 1999, he founded an equestrian theater, which later gained the status of a regional communal enterprise known as the "Cossack Equestrian Theater." From October 2003 to April 2005, he served as the director of this theater.

Political Career

From 2005 to 2006, Garbuz held the position of Chairman of the Markov District State Administration. In 2006, he became the Chairman of the Markov District Council, a post he held until 2010. From January to April 2014, he served as Head of the Melove District State Administration.

Parliamentary Service

In the 2014 snap parliamentary elections, Garbuz was elected as a People's Deputy of Ukraine for the 114th electoral district in Luhansk Oblast, as an independent candidate. He joined the "Petro Poroshenko Bloc" faction in parliament and became Deputy Head of the Committee on Corruption Prevention and Counteraction.

Governorship of Luhansk Oblast

From May 1, 2016, to November 22, 2018, Garbuz served as the Chairman of the Luhansk Regional Military-Civil Administration, overseeing the reconstruction and governance of the war-torn region.
