Background and Early Career
Birth and FamilyBorn in Moscow, Yuri Zaostrovtsev hails from a family with ties to the KGB.
Education and Service
Zaostrovtsev pursued higher education and embarked on a career in the intelligence community. Until 1993, he served in the FSB's Economic Counter-Intelligence Department, focusing on the State Customs Committee.
Post-FSB Career
TveruniversalbankAfter his resignation from the FSB in 1993, Zaostrovtsev joined Tveruniversalbank as head of security and protection. He oversaw representative events and was reportedly appointed with the support of Nikolai Ryzhkov's son-in-law, a GTC employee.
"Medox" and "Sibaluminium"
Zaostrovtsev left Tveruniversalbank in 1996 and joined "Medox," associated with the controversial "Sibaluminium" group. He formed a team that later became the core of Sibaluminium's security service.
Business Ventures
Andronik and Other CompaniesZaostrovtsev established several companies, including CJSC "Firma Andronik," CJSC "Universalinter," LLC PSC "Universal Ltd.," and TTP PSC "Titan-B."
Titan-B Incident
In January 1998, police confiscated firearms and ammunition from "Titan-B" due to violations in private detective and security activities. One of Zaostrovtsev's partners, Halilov Musa Isa ogly, was arrested in connection with an accusation of kidnapping.
Return to FSB
Restoration and AppointmentIn November 1998, Nikolai Patrushev reinstated Zaostrovtsev as a reserve colonel in the FSB and assigned him to the Economic Counter-Intelligence Department. Simultaneously, Zaostrovtsev remained a civilian employee in the Presidential Administration, serving as an assistant to Patrushev.
Leadership Roles
In early 1999, Zaostrovtsev was considered for a deputy chairman position in the State Customs Committee but was ultimately rejected. He was later attached to the head of Vneshekonombank as an advisor. However, his banking career was short-lived.
Head of UCROKFS
Zaostrovtsev became head of the Financial and Banking Counter-Intelligence Department (UCROKFS) within the FSB. He requested operational materials on prominent banking figures, including Berezovsky, Potanin, Vinogradov, Malkin, Fridman, and Fedorov.
Other Activities
Under Zaostrovtsev's leadership, UCROKFS participated in a commission on Russian property abroad and in an operation targeting unauthorized use of special signals in January 2000.
