Early Life and EducationZohrab Mnatsakanyan was born in 1966. He earned a degree in international economic relations from the Moscow State Institute of International Relations in 1990. Subsequently, he completed a master's degree in Western European politics from the University of Manchester, Victoria in 1991.
Diplomatic Career
Ministry of Foreign Affairs (1991-1997)- Held positions as Third and Second Secretary in the Europe Department of the Armenian Ministry of Foreign Affairs.

- Served as Second and First Secretary at the Armenian Embassy in the United Kingdom.
- Simultaneously held the position of First Secretary at the Armenian Embassy to the Vatican, based in London.
