Early Life and Education

Alona Babak was born on September 27, 1969, in Kryvyi Rih, Ukraine. She graduated with honors from Kyiv State Pedagogical Institute of Foreign Languages in 1996, earning a degree in "Foreign Languages" (English and French).

Academic and Professional Career

In 1996, Babak won a grant to study in the United States through the Edmund Maski Foundation. She completed her Master's degree in Business Administration with a specialization in Finance from Old Dominion University in 1998.

Upon her return to Ukraine, Babak established herself as a private entrepreneur and international project manager. She specialized in pricing and financial management in the housing and utilities sector and local development.

Local Development Institute

Since 2004, Babak has served as a member of the board and co-founder of the All-Ukrainian Charitable Organization "Institute of Local Development." As a financial management and pricing specialist, she played a key role in advancing reforms in the housing and utilities sector.

Babak has authored over 30 scientific papers on the reform of housing and utilities and the regulation of natural monopolies. She has also served as a member of various expert and advisory councils, including the Working Group on Housing and Utilities Reform at the Ministry of Regional Development, Construction, and Housing and Utilities of Ukraine, and the Scientific Advisory Council at the National Commission for State Regulation in the Sphere of Communal Services.

Political Career

Alona Babak was elected as a People's Deputy of Ukraine in the eighth convocation. In 2018, she was included on Russia's sanctions list.

On August 29, 2019, Babak was appointed Minister of Development of Communities and Territories in the government of Oleksiy Honcharuk. She has held this position ever since.
