Early Life and Education
Volodymyr Groysman, a Ukrainian politician, was born on January 20, 1978, in Vinnytsia. With at least five generations of his ancestors residing in the city, Groysman is a native of Vinnytsia. His father, Boris, initially worked in a radio lamp factory, while his mother, Elena, was a school teacher. In 1983, they moved into a new apartment complex, and Boris switched jobs to a company producing gas analyzers.
As the country underwent restructuring, Groysman's father became involved in business, trading in clothing and household chemicals. He eventually became a co-organizer of the "Yunost" market and owner of several private enterprises. Groysman enrolled at Vinnytsia School No. 35, where his mother taught. He also worked as a locksmith for the "Shkolnik" enterprise after school.
In 1992, Groysman began his business career as a commercial director at "Yunost," where his father served as general director. He also received a "Niva" vehicle from his father. He pursued his education at the Vinnytsia branch of the Interregional Academy of Personnel Management, earning a bachelor's degree in 2002 and a law degree in 2003.
Political Career
Groysman entered politics in 2002, becoming the youngest member of the Vinnytsia City Council. He also joined the permanent commission on deputy ethics, legality, and human rights. In 2005, he became acting mayor of Vinnytsia after the then-mayor, Dombrovsky, was appointed governor of the Vinnytsia Oblast.
In 2006, Groysman was elected Mayor of Vinnytsia with the support of Yulia Tymoshenko's Bloc, despite their current political differences. While mayor, Groysman focused on improving infrastructure, including road repairs, public transportation, and energy efficiency. He also introduced a "Transparent Office" system, allowing citizens to track their requests to city services.
In 2010, Groysman graduated with a master's degree in public development management from the National Academy of Public Administration under the President of Ukraine.
Parliament and Government
In February 2014, Groysman joined Petro Poroshenko's Bloc and became Minister of Regional Development. He played a key role in decentralizing power and implementing an electronic governance system.
Groysman was appointed Chairman of the Verkhovna Rada in the same year. Under his leadership, the government began working on the "Prozorro" system, an electronic public procurement system.
In April 2016, Groysman was appointed Prime Minister after Yatsenyuk's resignation. His tenure has been marked by controversial reforms in healthcare and taxation, leading to widespread criticism. He has also proposed reorganizing fiscal authorities and implementing an electronic coal procurement system.
Personal Life
Groysman is married to Elena Ivanovna, and they have three children: Yulia, Kristiana, and David. His eldest daughter studies law in London, his youngest daughter attends school in Vinnytsia, and his son is six years old.
