Early Life and Education

Alexander Vladimirovich Turbanov was born on January 31, 1950, in Chelyabinsk, Russia. In 1971, he graduated from the Sverdlovsk Law Institute with a degree in law. In 1981, he completed his graduate studies at the USSR Academy of Internal Affairs and defended his doctoral dissertation in "Management in Social and Economic Systems - Legal Sciences."

Legal Career in the Banking Industry

In 1992, Turbanov was appointed head of the legal department at Inkombank. He subsequently entered the political realm, being elected as a deputy to the State Duma of the Russian Federation in 1993 on the list of the Party of Russian Unity and Accord.

Central Bank of Russia

In 1996, Turbanov became a deputy chairman of the Central Bank of Russia, a position he held until 1999.

Agency for Restructuring Credit Organizations (ARKO)

In March 1999, Turbanov was appointed general director of ARKO, a state-owned corporation tasked with addressing the fallout from the 1998 banking crisis. Under his leadership, ARKO successfully restructured 21 banks.

Agency for Deposit Insurance (DIA)

In January 2004, Turbanov was appointed general director of the DIA, the Russian state-backed deposit insurance agency. In the midst of the 2008 financial crisis, the DIA gained authority to provide financial assistance to troubled banks through the involvement of independent investors. Turbanov estimated that approximately 20-40 banks would require such intervention.

Academic and Professional Contributions

Alongside his practical work, Turbanov has maintained an active role in academia and professional organizations. He holds the position of head of the "Financial and Credit Regulation" department at the Russian Academy of National Economy and Public Administration. He is also a member of the central council of the Association of Russian Lawyers and the editorial boards of several legal and financial publications.

Personal Life

Alexander Turbanov is married and has an adult son and two grandchildren.
