Early Life and Military Career
Alfred Spiro Moisiu was born on December 1, 1929, in Shkodër, Albania. In 1943-1945, he joined the Albanian resistance movement against the Axis occupation. In 1946, he was sent to the Soviet Union for military training, graduating from the Leningrad Military Engineering School in 1948.
Service in the Albanian Army
Upon his return to Albania, Moisiu served as a platoon commander and later as a lecturer at the Military Academy. From 1952 to 1958, he studied at the Moscow Military Engineering Academy, where he earned a Doctor of Military Sciences degree in 1979.
Career in the Ministry of Defense
Moisiu continued his military career in the Ministry of Defense's engineering department. He held various positions, including Deputy Minister of Defense from 1981 to 1982. However, following allegations of political connections, he was dismissed from service and worked in a civilian engineering enterprise from 1982 to 1984.
Return to Politics and Advocacy for NATO
Moisiu returned to politics in 1991, serving as Minister of Defense in the interim government. From 1994, he served as Deputy Minister of Defense, overseeing the development of Albania's defense policy. A strong advocate for NATO membership, he founded and became president of the Albanian-North Atlantic Association.
Presidential Term
In 2002, Moisiu was elected President of Albania. He was seen as a unifying figure due to his perceived neutrality and technical expertise. As President, he played a role in fostering dialogue between opposing political parties, although his constitutional powers were limited.
Personal Life and Legacy
Moisiu is fluent in Russian, Italian, and English. He is the first President of Albania who is not Muslim, but instead adheres to the Albanian Orthodox Church. He has written extensively on military subjects and continues to be active in promoting peace and security in Southeast Europe.
