Biography of Alvaro Gil-Robles

Alvaro Gil-Robles, a renowned Spanish lawyer, has been serving as the Commissioner for Human Rights of the Council of Europe since October 15, 1999. Born on September 9, 1944, in Lisbon, Portugal, he is currently a citizen of Spain. He obtained his degree in Law from the Complutense University of Madrid, where he later earned his doctoral degree in Juridical Sciences, specializing in human rights.

Legal Career

From 1968, Gil-Robles has been a member of the Madrid Bar Association and has specialized in human rights issues. He has also been a professor of various legal disciplines at Complutense University since 1967, with a break from 1972 to 1978. Additionally, from 1980 to 1983, he served as a member of the Spanish Constitutional Court.

Role as Ombudsman

In 1983, Gil-Robles assumed the position of Deputy National Commissioner for Human Rights (Ombudsman) of Spain. In 1988, he was appointed as the National Ombudsman and held this role until 1993. He is the author of the national law on the ombudsman and is the founder of the Latin American Federation of Ombudsmen. He has contributed to the development of ombudsman laws in Argentina, Paraguay, Bolivia, Costa Rica, Guatemala, El Salvador, and Panama.

Human Rights Expertise

Gil-Robles is recognized as an expert in human rights and has served as a consultant for numerous international and national human rights organizations in Europe and Latin America. He has also specialized in combating discrimination and assisting refugees. Throughout his career, he has authored or co-authored 16 books and numerous articles on human rights, ombudsman activities, administrative law, public law, and personal freedom.
