Early Life and Education
Serhii Kulkov was born in Ukraine and pursued his education at the Institute of International Relations at Taras Shevchenko National University of Kyiv, specializing in international economic relations from 1995 to 2000.
Diplomatic Career
Following his graduation, Kulkov embarked on a career in diplomacy. From January 2001 to March 2003, he served as a specialist in the Department of Technical Information Protection of the Information Technology Directorate of the Ministry of Foreign Affairs of Ukraine. He then held various positions at the Ukrainian Embassy in the Republic of Korea, including Specialist Second Category (March - December 2003), Attaché (December 2003 - September 2008), and Head of the Consular Department (December 2003 - September 2008).
Business Ventures and Public Service
In December 2008, Kulkov transitioned into the private sector, becoming the Director of the foreign investment enterprise "KORUS Ukraine." He subsequently held positions in the Secretariat of the Cabinet of Ministers of Ukraine and as the Director of the Kirovohrad Regional Center for Investments and Development. From August 2011 to March 2014, Kulkov served as the Head of the Regional Service for the Protection and Restoration of Monuments of Urban Planning and Architecture in the Kirovohrad Regional Council.
Political Career
After a stint as an assistant-consultant to a member of the Ukrainian Parliament (December 2014 - September 2016), Kulkov joined the 2nd Petrovsky Sugar Factory in October 2016 as Deputy General Director for Investments and Development. He later became Deputy Director for Investments at Marlen-KD (May - August 2020).
On August 27, 2020, Kulkov was appointed Chairman of the Kirovohrad Regional State Administration. He served in this role until April 15, 2021.
