Early Life and Education
Mikhail Babich was born on February 11, 1964. He holds a higher education degree from Ufa Aviation Institute (1986) in engineering and law. In 1996, Babich graduated from the Russian Academy of State Service under the President of the Russian Federation. He also earned a Candidate of Sociological Sciences degree.
Career in Academia and Youth Politics
Babich's career began as a research engineer at the Department of Aircraft Instrumentation at Ufa Aviation Institute (1986-1987). He then rose through the ranks of the Komsomol (Youth League of the Communist Party of the Soviet Union), serving as Secretary of the Ufa Aviation Institute's Komsomol Committee (1987-1989) and as an aspirant (postgraduate student) (1989-1989).
In 1989, Babich became Chairman of a subcommittee of the Supreme Soviet of the USSR. He was then appointed Secretary of the Central Committee of the Komsomol (1990-1991).
Government Service
Babich transitioned to the Russian government in 1991, serving as Chairman of the State Committee of the RSFSR for Youth Policy (1991-1992). He subsequently became Plenipotentiary Representative of the Government of the Russian Federation for Youth Affairs (1992).
Babich was appointed Chairman of the Committee of the Russian Federation for Youth Affairs in 1992 and served in that position until 1996. From 1996 to 1997, he led the Department of the Ministry of Economy of Russia.
He served as Deputy Minister of Economy of the Russian Federation from 1997 to 1999 and as Deputy Minister of Economic Development and Trade of the Russian Federation from 1999 to 2003.
Senior Government Positions
In June 2003, Babich was promoted to First Deputy Minister of Economic Development and Trade of the Russian Federation. Following a restructuring of the ministry in April 2004, he was appointed Deputy Minister of Economic Development and Trade of the Russian Federation.
