Early Life and Education

Andrei Shyshtsky was born on October 12, 1965, in Slavyansk, Ukraine. His parents were teachers of exact sciences. He studied at Donetsk State University from 1983 to 1990, specializing in the economics of labor. From 1984 to 1986, he served in the Soviet Army. In 2007, he received a Master's degree in Business Administration (MBA) from the International Institute of Management (MIM-Kyiv).

Career and Business

Shyshtsky's career began in 1990 at the Donetsk Large-Panel House-Building Plant (DZKPD) of the "DonetskShakhtostroy" combine. He held various positions, including engineer, deputy head of sales, head of the finance and sales department, and deputy director. In 1995, he became the director of DZKPD.

From 2003 to 2007, Shyshtsky served as CEO of JSC "Khartzysk Pipe Plant." Under his leadership, the plant implemented an Integrated Management System based on ISO 9001, API Spec Q1, DSTU ISO 9001 (Quality Management System), ISO 14001 (Environmental Management System), and OHSAS 18001 (Occupational Health and Safety Management System). From 2007 to 2010, he was the director of LLC "Farmacia Donbassa."

Political Career

Shyshtsky was elected to the Donetsk Regional Council in 2006 and 2010. On April 15, 2010, he was elected Chairman of the Donetsk Regional Council. From July 12, 2011, to March 2, 2014, he served as Chairman of the Donetsk Regional State Administration.

During his tenure as governor of Donetsk Oblast, Shyshtsky focused on developing the medical sector, supporting programs to combat orphanhood and assist seriously ill children, and actively fighting illegal gambling. From March 2 to April 24, 2014, he served as Chairman of the Donetsk Regional Council again.

Involvement in the Donbas Conflict

Shyshtsky has consistently called for a peaceful resolution to the conflict in Donbas, advocating for a united Ukraine. On April 9, 2014, he resigned from his post as Chairman of the Donetsk Regional Council.

In 2015, the Donetsk Oblast Prosecutor's Office opened a criminal case against Shyshtsky for allegedly assisting the DPR and promoting separatism. However, the case was closed in 2017 due to lack of evidence.

Family and Recognition

Shyshtsky is married to Larisa, a former lecturer in the Ukrainian language department at Donetsk National University. He has three children: Pavel (born in 1988), Artem (born in 2008), and Olga (born in 1997).

In 2007, he was awarded the Order of Merit, 3rd class. In 2012, he received the "Man of the Year" award in Russia in the "Commonwealth" category. In the same year, he was awarded the Order of Merit, 2nd class, for his contributions to the preparation and conduct of the UEFA Euro 2012 football championship in Ukraine.
