Early Life and Education

The political figure was born and raised in Stepanakert, Nagorno-Karabakh Autonomous Oblast (NKAO). From 1964 to 1974, he attended Secondary School No. 8 in Степанакерте. Later, he pursued higher education at the Stepanakert Pedagogical Institute, graduating in 1981 with a degree in history.

Military Service and Komsomol Activities

After graduating from university, he fulfilled his mandatory military service in the Soviet Army from 1981 to 1983. Upon returning home, he became actively involved in the Komsomol (Young Communist League) organizations in Степанакert from 1983 to 1988.

Political Beginnings

In 1989, he joined the Special Management Directorate of the NKAO State Committee as secretary of the reception office. In 1990, he enrolled in the All-Union Law Institute in Moscow before transferring to Yerevan State University, where he obtained a law degree. During this time, he also served as a legal advisor to a wholesale trading base.

Administrative Roles

From August 1991 to February 1992, he worked as an assistant to the head of the Main Planning and Economic Management Department of the NKAO. Subsequently, he held various administrative positions, including assistant to the Chairman of the Council of Ministers of the Nagorno-Karabakh Republic (NKR) and assistant to the Chairman of the State Defense Committee from February 1992 to December 1994.

Appointment as President's Chief of Staff

In December 2004, he was appointed as the Chief of Staff of the President of the NKR. His tenure in this role lasted until 2004.

Vice-Premiership and Honors

In 2004, a presidential decree appointed him as the Vice-Premier of the NKR. In recognition of his contributions, he was awarded the Order of "Mesrop Mashtots."
