Arnold Heeney

Norman Robertson was born in Montreal, Quebec. He graduated with his B.A. in 1921 and M.A. in 1923 from the University of Manitoba. As a Rhodes Scholar, he attended Oxford University. He also received a B.C.L. degree from McGill University.
Civil Service
In 1938, Robertson became the Principal Secretary to Prime Minister William Lyon Mackenzie King. From 1940 to 1949, he served as Clerk of the Privy Council and Secretary to the Cabinet. He played a pivotal role as a senior civil servant during World War II.
Diplomatic Career
In 1949, Robertson was appointed Deputy Under-Secretary of State for External Affairs, followed by Ambassador to NATO. He served as Canada's Ambassador to the United States from 1953 to 1957 and again from 1959 to 1962.
Later Years
In 1968, Robertson was made a Companion of the Order of Canada. He passed away in Ottawa in 1970.
