Ashot Esayan: A Dedicated Advocate for Social Welfare
Education and Early CareerBorn in 1957, Ashot Esayan received his primary education at the Tumanyan Secondary School in Gyumri (1957-1967). He went on to pursue a degree in law from Yerevan State University, graduating in 1974.
Ministry of Labor and Social Security
Esayan's career in social welfare began within the Ministry of Labor and Social Security of the Armenian SSR (1974-1987), where he held various roles, including inspector and senior inspector. From 1987 to 1990, he served as a senior reviewer in the Amnesty Department before becoming a senior lecturer in the Legal Department of the Armenian SSR.
Minister of Labor and Social Security
In 1990, Esayan was appointed Minister of Labor and Social Security of Armenia, a position he held until 1995. During his tenure, he played a pivotal role in Armenia's membership in the International Labour Organization (1993) and served as Co-Chairman of the "Armenia Shelter Fund" (1993).
Continued Service
Following his term as Minister, Esayan continued to serve in various capacities within the Ministry of Labor and Social Security. From 1995 to 1997, he held the post of Deputy Minister. In 1997, he oversaw the "Hraparak" public organization, and from 1998 to 1999, he coordinated a program to combat child poverty.
International and Humanitarian Roles
In 1999, Esayan became an independent expert for the United Nations Development Program, evaluating Armenia's social status over the past five years. He also served as Chairman of the "SOS Children's Villages" Charitable Foundation from November 1999 onwards.
Further Ministerial Appointments
Esayan's dedication to social welfare continued with his appointments as Deputy Minister of Labor and Social Security under Prime Ministerial Decree (February 21, 2000) and First Deputy Minister (July 17, 2000).
Recognition and Legacy
In recognition of his exceptional contributions, Esayan was awarded the Order of Counselor of Justice, 2nd Degree (March 15, 1999). His unwavering commitment to improving the lives of the most vulnerable in Armenia has left a lasting impact on the country's social welfare system.
