Early Life and Education

Artur Tovmasyan was born on August 19, 1965, in the village of Khndzristan in Nagorno-Karabakh. In 1983, he enrolled in the history department of Stepanakert Pedagogical Institute. He served in the Soviet Army from 1984 to 1986.

After his military service, Tovmasyan completed his university studies at the Stepanakert branch of Kirovakansk Pedagogical Institute, graduating with honors in 1990. He then taught at Khndzristan Secondary School from 1991 to 1992.

Political Career

Early Roles (1992-1998)

December 1992 - September 1993: Senior Consultant, Foreign Relations Commission, Supreme Council of NKR

September 1993 - January 1995: Assistant to the Chairman, Supreme Council of NKR

1995-1998: Head of Diaspora and Bilateral Relations Department

1998: Head of Political Department, Ministry of Foreign Affairs of NKR

1998: Deputy Minister of Foreign Affairs of NKR

2000: Co-Chairman, then Chairman, "Democratic Artsakh" Union (SDU)
2002-2004: Minister of Foreign Affairs of NKR
2004-2005: Minister of Education, Culture, and Sports of NKR
Foundation of Democratic Party of Artsakh

In 2005, the SDU was reorganized into the "Democratic Party of Artsakh" (DPA), with Tovmasyan as its chairman. The party won a landslide victory in the June 19 parliamentary elections, securing 12 seats in the NKR legislature.

2010: Elected as a Deputy of the NKR National Assembly for the fifth term

2015: Re-elected as a Deputy of the NKR National Assembly for the sixth term

May 21, 2015: Re-elected as Chairman of the NKR National Assembly
