Biography of Askar Kulibayev
Askar Kulibayev is a Kazakhstani politician and public figure. He was born in Kazakhstan and comes from the Dulat tribe of the Senior Zhuz. Kulibayev was a member of the Communist Party of the Soviet Union from 1965 to 1991.
After completing his studies at the Kazakh Agricultural Institute in 1961, Kulibayev started his career as an electrician at an automotive repair plant. He then worked as an engineer and senior engineer at various factories in Alma-Ata, including the heavy machinery plant and the electrical engineering plant. In 1972, he became the deputy head of the "Kaztorgstroy" construction trust, and from 1972 to 1976, he served as the deputy head of the "Kazprommontazh" construction trust.
In 1975, Kulibayev graduated from the V.I. Lenin Kazakh Polytechnic Institute. He then began his party and state career, working as an instructor in the construction and urban economy department of the Central Committee of the Communist Party of the Kazakh SSR. Kulibayev later held positions in the Ministry of Installation and Special Construction Works of the Kazakh SSR, where he oversaw the construction of petrochemical facilities in southern Kazakhstan.
From 1983 to 1985, Kulibayev served as the chairman of the Alma-Ata City Executive Committee, where he implemented reforms in the city's heating system. He then became the First Secretary of the Guryev Regional Committee of the Communist Party of Kazakhstan from 1985 to 1990. During this time, he focused on the development of the Tengiz oil field, as well as road and water supply construction in the Mangystau region.
In the 1990s, Kulibayev held various ministerial positions in the Republic of Kazakhstan, including Minister of Construction, Housing, and Urban Development. He also served as the Chairman of the Committee on Housing and Construction Policy of the Ministry of Energy and Trade. Since 1998, Kulibayev has been the President and Chairman of the Board of Directors of the National Company "Silk Road-Kazakhstan."
Kulibayev is also involved in various other business and public activities. He is the Chairman of the Board of Directors of the "Silk Way" group of companies, which operates in the tourism industry and imports construction materials. He is also the Chairman of the Council of Peace and Accord of the Republic of Kazakhstan.
In addition to his professional accomplishments, Kulibayev has received several awards and honors for his contributions. He has been awarded the Order of Otan and the Order of Friendship, among others. He is an Academician of the Engineering Academy of the Republic of Kazakhstan and the International Engineering Academy.
Askar Kulibayev is married to Raisa Aldabergenovna Kulibayeva. They have two sons, Talgat and Timur, as well as several grandchildren. Talgat is a general in the Ministry of Internal Affairs of Kazakhstan, while Timur is a businessman who is married to Dinara Nazarbayeva, the daughter of the President of the Republic of Kazakhstan.
