Early Life and EducationAtta Mohammad Noor was born in 1965 in Mazar-i-Sharif, Balkh Province, Afghanistan. As an ethnic Tajik, he earned the nickname "Teacher" due to his earlier profession as a secondary school teacher.
Mujahideen Commander and Opposition Leader
With the onset of the Soviet-Afghan conflict, Noor began training Mujahideen fighters and joined the Jamiat-e Islami resistance party as a field commander. By 1992, he had become one of the most influential commanders in northern Afghanistan. Noor later joined the National Islamic Movement of Rashid Dostum as deputy leader but left the movement the following year. In 1996, he served as a field commander for Ahmad Shah Massoud's anti-Taliban Northern Alliance in Balkh Province.
Governor of Balkh Province
Noor served as Governor of Balkh Province from 2002 to 2018. Through his disciplined administration, he established relative security and stability, contributing to economic growth in the region. He implemented a program to eradicate opium poppy cultivation and supported Abdullah Abdullah in the 2009 presidential election.
