Early Life and Education

Bisera Turković was born on December 8, 1954, in Sisak, Croatia. She studied at the Faculty of Law at the University of Sarajevo, graduating in 1979. Her father's name was Muharem. Turković then pursued advanced degrees in criminology at the Phillip Institute of Technology in Melbourne, graduating in 1987, and at La Trobe University in Melbourne, where she earned a Ph.D. in international relations in 1995.

Diplomatic Career

Turković has had a distinguished diplomatic career. She became the first appointed ambassador in Bosnia and Herzegovina's history, serving in various roles:

- Ambassador to Croatia (1993-1994)

- Ambassador to Hungary (1994-1996)

- Ambassador to the Organization for Security and Co-operation in Europe (OSCE), the United Nations (UN), and other international organizations in Vienna (1996-2000, 2004-2005)

- Ambassador to the United States, non-resident ambassador to Mexico and Brazil, and Permanent Representative to the Organization of American States (OAS) (2005-2009)

- Ambassador to Belgium and Luxembourg (2012-2015)

- Ambassador at Large and Head of the Department for Special Diplomatic Actions, Ministry of Foreign Affairs (2015-2018)

- Ambassador to Qatar (September 2018 - December 2019)
