Early Life and Education

Svetlana Kabikeevna Zhakupova was born on May 26, 1952, in the village of Chkalova in the Shu district of the Zhambyl region of Kazakhstan. She is of Kazakh descent. She received her Bachelor of Science degree in zootechny from the Alma-Ata Zooveterinary Institute in 1974 and her Master's degree in economics from the Eurasian Institute of the Market in 1999. She also earned a PhD in economics.

Career in Agriculture

Zhakupova began her career in the agricultural sector in 1968 as a worker at the Shu Repair and Mechanical Plant. In 1979, she became the chief zootechnician of the Karbulaksky sovkhoz in the Agadyr district of the Zhezkazgan region. She then worked as the chief zootechnician of the Priozersky District Agricultural Department in the Zhezkazgan region from 1982 to 1987.

Leadership Roles in Agricultural Institutions

From 1987 to 1989, Zhakupova served as the first deputy chairman of the Executive Committee of the Priozersky District Council of People's Deputies and Chairman of the Council of the District Agro-Industrial Association in the Zhezkazgan region. She then held the position of Chairman of the Zhezkazgan Regional Agro-Industrial Union and Chairman of the Regional Agro-Industrial Committee from 1989 to 1992.

Government Positions

Zhakupova entered government service in 1992 as the First Deputy Head of the Zhezkazgan Regional Administration. She went on to hold several other positions, including First Deputy Head of the Zhezkazgan Regional Administration and Head of the Regional Department of Agriculture and Bread Resources, Deputy Akim (Governor) of the Zhezkazgan Region, and First Deputy Akim of the Zhezkazgan Region and Head of the Regional Department of Agriculture and Bread Resources.

From 1999 to March 1999, Zhakupova served as a State Inspector in the Organizational and Control Department of the Presidential Administration of the Republic of Kazakhstan. She then became Deputy Akim of the Zhambyl Region, a position she held until May 2004.

Akim of the Zhambyl Region

On May 14, 2004, Zhakupova was appointed Akim of the Zhambyl Region by presidential decree. She served in this role until November 30, 2009.

Ambassador to Uzbekistan

In January 2010, Zhakupova was appointed Ambassador of Kazakhstan to Uzbekistan. She held this position until the end of her service.
