Early Life and Education

Born in Lyon, France, the diplomat completed his law degree at the University of Lyon.

Diplomatic Career

Early Posts (1945-1961)

His diplomatic journey began in 1945, serving in various positions in France's central Foreign Ministry and international representations, including as consul in Florence, Berlin, and Bonn.

Algeria Negotiations and France-USA Relations (1961-1966)

In 1961, he played a key role as director of the political and information department for the state ministry on Algeria and was part of the French delegation at the Évian Accords, which brought an end to the Algerian War. Subsequently, he served as counselor-envoy at the French embassy in the United States (1962-1966).

Senior Positions (1966-1979)

He held the prestigious post of cabinet director to Foreign Minister Maurice Couve de Murville (1966-1967) and later served as France's top diplomat in Algeria (1967-1968). He returned briefly as cabinet director to Couve de Murville and subsequently to Michel Debré. From 1968 to 1969, he assisted Prime Minister Couve de Murville as cabinet director. He then led the Africa and Madagascar department (1970-1971) and the Near East department (1971-1972). In 1972, he became France's ambassador to Egypt, a position he held until 1976.

Ambassador to the USSR (1976-1979)

From 1976 to 1979, he served as Ambassador Extraordinary and Plenipotentiary to the USSR.

Secretary General (1979-1981)

Upon his return, he was appointed Secretary General of the Foreign Ministry, a position he held until his retirement in 1981.

Lifetime Ambassador and Civic Engagement

In 1981, he was conferred the lifetime title of Ambassador of France. Following his retirement, he became president of the "Union of French Abroad" (1981-1997) and president of the Association of Residents and Users of Lake Geneva.

Political Involvement

From 1987 to 2001, he served as mayor of Nernier, a town in the Haute-Savoie department. He supported Jacques Chirac in the 1995 presidential election.

Honors and Awards

He was honored with the following awards:

- Grand Officer of the National Order of Merit
- Knight of the War Cross 1939-1945
Family

He was married to Baroness Léontine Bruno de Löss de Sion. They had two children, Dominique and Laurence, and several grandchildren and great-grandchildren.
