Early Life and Education

Celestino Migliore was born in Cuneo, Italy. He was ordained a priest on June 25, 1977. Migliore holds a Masters in Theology from the Center for Theological Studies in Fossano, Italy, and a Licentiate and Doctorate in Canon Law from the Pontifical Lateran University in Rome.

Diplomatic Career

In 1980, following his studies at the Pontifical Ecclesiastical Academy, Migliore began his diplomatic career. He served as an attaché and second secretary at the Apostolic Delegation in Angola from 1980 to 1984. He was then assigned to the Apostolic Nunciature in the United States in 1984, and subsequently to the Apostolic Nunciature in Egypt in 1988 and the Apostolic Nunciature in Warsaw, Poland in 1989.

Vatican Diplomat

In 1992, Migliore became the special envoy to the Council of Europe in Strasbourg, France. From 1995, he served as the Deputy Secretary of the Section for Relations with States of the Holy See's Secretariat of State.

Permanent Observer to the United Nations

On October 30, 2002, Archbishop Migliore was appointed Permanent Observer (equivalent to an ambassador) to the United Nations by Pope John Paul II. He was also named Titular Archbishop of Canosa at the same time. One of the highlights of Migliore's tenure as Permanent Observer was Pope Benedict XVI's pastoral visit to the UN headquarters on April 18, 2008, during which the Pope met with UN Secretary-General Ban Ki-moon and addressed the General Assembly.

Nuncio to Poland

Archbishop Migliore was appointed Apostolic Nuncio to Poland on June 30, 2010. He was relieved of his duties as Nuncio to Poland on May 28, 2016, when he was appointed Nuncio to Russia.

Nuncio to Russia and Uzbekistan

On May 28, 2016, Migliore was appointed Nuncio to the Russian Federation. He presented his credentials to Russian President Vladimir Putin on November 9, 2016. On January 21, 2017, he was also appointed Apostolic Nuncio to Uzbekistan.

Nuncio to France

On January 11, 2020, Pope Francis appointed Archbishop Celestino Migliore as Apostolic Nuncio to France.
