Early Life and Education
Viktor Kisilevskiy was born on April 23, 1983, in Kyiv, Ukraine. In 1999, he graduated from Gymnasium No. 178 and enrolled at the Kyiv Polytechnic Institute, where he specialized in administrative management. Kisilevskiy also completed the British program of the Chartered Institute of Public Relations in 2009 and graduated from the Ukrainian School of Political Studies in 2017.
Professional Career in Public Relations
Kisilevskiy's career in public relations began in 2006 when he became a project manager at the Noblet Media CIS PR agency. In 2011, he moved to Dnipro with his family and joined Interpipe as its corporate relations director. Kisilevskiy played a key role in the opening of Interpipe Steel, Eastern Europe's largest electric steelmaking complex for the production of round steel billets, in 2012.
Corporate Initiatives and Social Engagement
During his tenure at Interpipe, Kisilevskiy was instrumental in organizing Ukraine's largest engineering show, Interpipe TechFest. He also initiated the creation of a network of mechatronics laboratories in Dnipro and co-organized the Interpipe Dnipro Half Marathon. Additionally, he led the company's volunteer headquarters to assist employees mobilized to the Ukrainian Armed Forces.
Political Career
Kisilevskiy entered politics as a candidate for the Verkhovna Rada (parliament) in the 2019 elections from the "Servant of the People" party. He was elected as a people's deputy representing the Industrial and Samara districts of Dnipro (Electoral District No. 24). In the Verkhovna Rada, Kisilevskiy serves as the deputy chairman of the Committee on Economic Development, focusing on industrial policy, space industry, and export and foreign trade. He has authored numerous legislative proposals and amendments.
Criticism and Recognition
As a former employee of Viktor Pinchuk's Interpipe-Ukraine company, Kisilevskiy has faced criticism for his involvement in addressing the issue of metal scrap trading. He has also been accused of lobbying for amendments to the "green" energy bill, introducing preferential tariffs for steelmaking enterprises. Despite the criticisms, Kisilevskiy has been recognized as one of Ukraine's top communication directors by Marketing Media Review.
