Early Life and Education
Kazakhstan's prominent statesman and diplomat was born on April 28, 1959, in the Karaganda region. In 1976, he enrolled in the prestigious Moscow State Institute of International Relations (MGIMO) to pursue a degree in international economic relations with a focus on Urdu and English. He graduated with honors in 1981.
Early Diplomatic Career
From 1981 to 1985, he served as a consultant for the all-union firm "Tyazhpromexport" in Pakistan. Upon returning to Kazakhstan, he held various positions within the Ministry of Foreign Affairs of the Kazakh SSR, including Second Secretary, First Secretary-Assistant, and Head of the Press and Information Department. In 1991, he was appointed as an employee of the USSR Embassy in India.
Diplomatic Advancements
In 1992, he graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. He subsequently became First Secretary in charge of a department within the Ministry of Foreign Affairs of Kazakhstan. From 1992 to 1995, he served as Second and First Secretary of Kazakhstan's permanent mission to the United Nations.
Ambassadorial Roles
In 1995, he was appointed Head of the Americas Department within the Ministry of Foreign Affairs. He briefly served as Ambassador-at-Large before becoming Assistant to the President of Kazakhstan for International Affairs in 1996. In 1997, he was promoted to First Deputy Minister of Foreign Affairs, followed by Vice Minister-Director of the First Department within the Ministry of Foreign Affairs from 1997 to 1998. He then became First Vice Minister of Foreign Affairs from 1998 to 1999.
Minister of Foreign Affairs
In 1999, he reached the pinnacle of his diplomatic career by becoming the Minister of Foreign Affairs of the Republic of Kazakhstan, a position he held until 2002. He was reappointed as First Vice Minister of Foreign Affairs in January 2002.
Ambassador Extraordinary and Plenipotentiary
On June 14, 2002, he was appointed Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the United Kingdom. On December 2, 2002, his role was expanded to include serving as Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Sweden, Norway, and Ireland. On July 4, 2007, he became Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the United States, while relinquishing his responsibilities in the United Kingdom, Sweden, Norway, and Ireland.
On September 11, 2007, he additionally became Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Brazil. From 2012 to 2016, he served as Minister of Foreign Affairs of the Republic of Kazakhstan once more.
After a brief stint as Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the United Kingdom from 2016 to 2017, he was reappointed as Ambassador Extraordinary and Plenipotentiary to the United Kingdom, a position he continues to hold.
