Early Life and Education
Born on August 26, 1947, in the village of Gyzyl Shafag (Shikhlar), Sisian district of the Armenian SSR, the politician attended Azerbaijan State University's history faculty. He earned a doctorate in history and became a professor, authoring three monographs and over 50 academic publications.
Academic and Professional Career
From 1971, he worked as a teacher in Nakhichevan, later becoming a lecturer and senior lecturer at Nakhichevan State University. In 1983, he headed a department at the Azerbaijan Technological Institute. From 1988, he served as an associate professor and professor at the Azerbaijan National Economy Institute.
Political Career
In 1992, he became Deputy Minister of Social Protection of Azerbaijan. From 1993 to 1994, he held the positions of First Deputy Minister and Acting Minister of Labor and Social Protection of the Population. As the chairman of the "Ana Vatan" (Motherland) party, he was elected to the first and second convocations of the Milli Mejlis.
Third Convocation of the Milli Mejlis
In 2005, he was elected as a member of the Milli Mejlis of Azerbaijan's third convocation from the Salyan-Neftchala constituency No. 60. He joined the Committee on Legal Policy and State Building.
Inter-Parliamentary Relations
As head of the Azerbaijan-Spain working group on inter-parliamentary relations, he participated in working groups with Bulgaria, Sweden, and Slovenia. He was also a member of the Azerbaijani delegation to the CIS Inter-Parliamentary Assembly.
Awards and Honors
In 2007, he received the "Commonwealth" order from the Council of the CIS Inter-Parliamentary Assembly.
