Early Life and Education

Gennady Adolfovich Kernes was born on June 27, 1959, in Kharkiv, Ukraine. He attended Kharkiv Vocational School No. 14 from 1977 to 1979, where he earned a diploma as a mechanical design draftsman. Subsequently, he pursued higher education at the Yaroslav the Wise National University of Law, obtaining a degree in law, and at the Kharkiv State Economic University, graduating with a degree in public administration.

Early Career and Criminal Convictions

Kernes's early career was marked by employment in various enterprises in Kharkiv, followed by a stint as the chairman of the board of the closed joint-stock company Research and Production Corporation-Holding (NPK-Holding) from 1994 to 1999. In 1992, he was convicted of theft and fraud and sentenced to three years in prison, a verdict that was upheld by the Kharkiv Regional Court. Kernes served his sentence from 1992 to 1994.

Business Ventures and Political Aspirations

Upon his release from prison, Kernes resumed his business ventures, becoming the first deputy director of the Kharkiv branch of the Trading House of "Gas of Ukraine" in 1999. He also served as the president of NPK-Holding from 2001 to 2002 and again from 2006 to 2010. During this period, he began his political career, being elected to the Kharkiv City Council in 1998.

City Council Secretary and Mayoral Responsibilities

In April-May 2002, Kernes was appointed Secretary of the Kharkiv City Council, a position he held again from April 2006 until his death in December 2020. As Secretary, he played a significant role in the city's development and governance, particularly in overseeing municipal property and addressing issues related to the economy, infrastructure, and public safety.

Controversies and Allegations

Kernes's tenure as City Council Secretary was marked by controversies and allegations of corruption, abuse of power, and violent tactics against political opponents. In 2007, he faced charges of organizing a mass riot during the demolition of a construction site. The case was investigated but ultimately not brought to trial. In 2008, he was accused of ordering an assault on another city council member, but this case was also dismissed.

Business and Political Affiliations

Kernes was closely associated with several businesses and organizations in Kharkiv, including the Komilfo shopping center, the 7th Channel television station, the Evening Kharkiv newspaper, and the NPK-Holding corporation. He was also a member of the Party of Regions, a pro-Russian political party that was in power in Ukraine until 2014.

Personal Life and Health

Kernes was married and had one daughter. In 2014, he survived an assassination attempt that left him paralyzed from the waist down. He later contracted COVID-19 in 2020 and died from complications of the virus on December 17, 2020.

Recognition and Awards

Despite the controversies surrounding his career, Kernes received several awards and honors, including the Order of Glory of the 3rd Degree and the Gold Fortune International Academic Rating award.
