Background
Born in Ohrid on May 11, 1955, the Macedonian politician completed high school in 1973. She subsequently pursued a law degree at the University of Skopje, graduating in 1978 and attaining a Master of Laws. In 1993, she received a doctorate in law with distinction (cum laude) from the University of Ljubljana under the supervision of Professor Franz Grad. Her doctoral dissertation focused on "Local Self-Governance — Between Norm and Practice" (1994).
Academic Career
From 1989, she worked as an assistant and lecturer in Political Systems at the Faculty of Law, University of Skopje. In 1994, she was appointed associate professor of Constitutional Law and Political Systems, and in 2004 became a full professor.
Political Involvement and Expertise
From 1990 to 1992, she served as a member of the Constitutional Commission of the Assembly of the Republic of Macedonia. Subsequently, from 1992 to 1994, she held the position of Minister without Portfolio in the first government of Branko Crvenkovski. She also worked as an electoral expert for the United Nations and was deputy chairperson of the independent group of experts on local and regional self-government at the Council of Europe. From 2008 to 2016, she was a member of the Venice Commission. Her contributions include numerous academic publications on constitutional law and political systems.
Public Activism and Political Candidacy
In 2017 and 2018, she engaged in public activism against a law expanding the use of the Albanian language in the republic and the Prespa Agreement. On February 16, 2019, she was nominated by the VMRO-DPMNE party as a candidate for president of North Macedonia.
