Early Life and Education
Irina Vasylivna Lutsenko was born on February 7, 1966, in Dubno, Rivne Oblast, Ukraine. In 1988, she graduated from the Lviv Polytechnic Institute with a degree in Applied Mathematics. She later obtained a degree in Accounting and Auditing from the Ukrainian State Academy of Water Management in 1996.
Career in Economics
Lutsenko's career in economics began in 1988 as an engineer-programmer at the Scientific and Technological Design Bureau of the Ukrainian Union of Scientific and Production Enterprises "Soyuzuchpribor." From 1991 to 1994, she worked as a leading specialist in the Rivne Regional Executive Committee's Department of Economics. Subsequently, she held various positions at the Rivne Territorial Office of the Antimonopoly Committee of Ukraine (1994-1998) and the Kyiv Regional Territorial Office of the Antimonopoly Committee of Ukraine (1998-2004).
Business Management and Finance
From 2004 to 2005, Lutsenko served as the head of a department at the main office of NASCK "Oranta." She then became the financial director of LLC "Ukrainian New Telecommunications" (2005-2008) and the director of LLC "Business Center "Lotus" (2008-2012). Concurrently, she held administrative and commercial director positions at LLC "Ukrainian New Telecommunications" (2008-2009, 2009-2012).
Political Career
Verkhovna Rada (2012-Present)Lutsenko entered politics in 2012 when she was elected to the Verkhovna Rada (Ukrainian Parliament) as a member of the Batkivshchyna (Fatherland) party. She served as deputy chair of the Committee on Human Rights, National Minorities, and Interethnic Relations, and chaired its subcommittee on gender equality. In 2015, she was elected to the Verkhovna Rada for a second term from the Petro Poroshenko Bloc. Since April 3, 2017, she has held the position of Representative of the President of Ukraine in the Verkhovna Rada.
Financial Disclosures
According to Lutsenko's electronic declaration for 2016, she had 842,000 hryvnia, 2,000 US dollars, and 1,200 euros in bank accounts at Ukrexibbank, as well as 1.6 million hryvnia in the Stolichny bank. Additionally, she had 195,000 hryvnia, 60,000 euros, and 300,000 dollars in cash. On May 10, 2017, she purchased a Mercedes-Benz GLS 350D for 2.43 million hryvnia (92,000 dollars).
Family Life
Irina Vasylivna Lutsenko is married to Yuriy Lutsenko, a former Minister of Internal Affairs. They met while studying at the Lviv Polytechnic Institute. The couple has two sons, Alexander (born 1989) and Vitaliy (born 1999).
