Early Life and Education
Vyacheslav Volodin was born on February 8, 1951, in Kiselyovsk, Kemerovo Oblast, Soviet Union, to a working-class family. After completing high school in 1968, he began working as a coal miner at Mine No. 12. From 1969 to 1971, he served in the Soviet Army. Upon his return, he graduated from the Kiselyovsk Mining College and the Siberian Metallurgical Institute.
Mining Career
Following his education, Volodin worked as an electrical fitter, mining foreman, and section manager at the "Taibinskaya" mine in his hometown. He held various positions in the mining industry, gaining firsthand experience in coal production.
Political Career
In 1990, Volodin was elected as a People's Deputy of the Russian Soviet Federative Socialist Republic (RSFSR). He served on the Council of the Republic of the Supreme Soviet of the Russian Federation and was a member of the "Fatherland" faction. Volodin became actively involved in social policy issues.
1993 Constitutional Crisis
During the 1993 constitutional crisis in Russia, Volodin was among the defenders of the Russian House of Soviets. He was included in a list of individuals who were not subject to the provisions of the Presidential Decree of September 23, 1993, which withdrew social benefits from certain People's Deputies.
Later Political Roles
After the crisis, Volodin's state benefits were restored by Presidential Decree in 1994. He has been awarded the medal and the "3rd Degree Miner's Glory" badge. An advocate for regional autonomy and environmental protection, he has advocated for increasing the powers of local councils and promoting sustainable mining practices.
