Biography of Javier Perez de Cuellar

Early Life and Career

Javier Perez de Cuellar was born on January 19, 1920, in Lima, Peru. He began his career in the Peruvian Ministry of Foreign Affairs in 1940 and later served as a secretary at the Peruvian embassies in France, the United Kingdom, Bolivia, and Brazil. He held various positions within the ministry and eventually became the Deputy Minister of Foreign Affairs. In 1971, Perez de Cuellar was appointed as the Permanent Representative of Peru to the United Nations, where he led his country's delegations in the General Assembly.

United Nations Secretary-General

On January 1, 1982, Perez de Cuellar took office as the 5th Secretary-General of the United Nations. He was re-elected for a second term in 1986 and served until 1991. During his tenure, he played a crucial role in mediating various international conflicts and promoting dialogue among nations. He also focused on issues such as disarmament, human rights, and sustainable development.

Later Life and Achievements

After retiring from the United Nations, Perez de Cuellar continued his involvement in international affairs. He taught international law at the Diplomatic Academy of Peru and international relations history at the Peruvian Air Force Academy. He authored the "Manual de Derecho Diplomatico" ("Handbook of Diplomatic Law") in 1964.

Perez de Cuellar received numerous honorary doctorates from prestigious universities around the world, including Sorbonne University, Moscow State University, and Cambridge University. He was also the recipient of several awards for his contributions to international cooperation and understanding, including the Prince of Asturias Award, the Ulof Palme Prize, and the Jawaharlal Nehru Award.
