Early Life and Education
Jozefina Topalli was born in Shkodër, Albania, and pursued her higher education at Luigj Gurakuqi University, where she studied mathematics and law. She later earned a postgraduate degree in international relations from the University of Padua and a PhD in philosophy from the University of Tirana with a dissertation on the role of national parliaments in European integration.
Professional Career
After completing her studies, Topalli worked at the Maize Research Institute in Shkodër and the local Chamber of Commerce and Industry. She also taught at Luigj Gurakuqi University from 1995 to 1996.
Political Involvement
Topalli joined the Democratic Party of Albania in the 1990s and became its deputy leader in 2000. She was first elected as a member of parliament in the 1996 elections, where she served on the Committee on Legal and Constitutional Issues.
Speaker of the National Assembly
In September 2005, Topalli was elected as the Speaker of the National Assembly, becoming the first woman in Albanian history to hold this prestigious position. She was re-elected to this role after the 2009 elections.
International recognition and Activities
In 2010, Topalli received the Mediterranean Prize for her contributions to peace. In 2012, she actively participated in the commemorations of the 100th anniversary of Albanian independence and the 61st anniversary of the communist regime's massacre of Albanian intellectuals.
Personal Life
Topalli is married and has two children, a son, and a daughter. She is fluent in English, Russian, French, and Italian.
