In 1999, Ibarretxe was elected President (Lehendakari) of the Basque Country, an autonomous region in Spain. During his tenure, he became the informal leader of the Basque Nationalist Party (EAJ-PNV). A strong advocate for Basque independence, Ibarretxe pursued a policy of self-determination for the region.

Plan for Basque Sovereignty

In 2003, Ibarretxe presented a plan to transform the Basque Country into a "freely associated" state within Spain.
