Born in Nashua, New Hampshire, in 1968, Ayotte earned a bachelor's degree from Pennsylvania State University in 1990. She went on to graduate from Villanova University School of Law in 1993.

Ayotte pursued a career in law, working as an attorney and prosecutor in New Hampshire. She ascended to the position of New Hampshire Attorney General, serving from June 2004 to July 2009.
