Early Life and Education
Natalya Vasilyevna Kostenko was born on April 17, 1943, in the village of Grigoryevka, Ukraine. In 1966, she graduated from the Lviv Institute of Trade and Economics with a degree in Finance and Credit. In 1978, she completed a postgraduate program at the Leningrad Institute of Finance and Economics (LFEE). She holds a Candidate of Economic Sciences degree and is an associate professor.
Academic Career
Kostenko began her career in 1966 as a lecturer in accounting at the Bryansk Cooperative Technical School. Later that year, she moved to Novosibirsk, where she took up a similar position at the Novosibirsk Cooperative Technical School. From 1970 to 1976, she held various positions at the Novosibirsk Institute of National Economy (NINH), including head of the laboratory, assistant, associate professor, and senior lecturer.
Scientific Research
In 1978, Kostenko worked as a junior research fellow at the LFEE before returning to NINH. At NINH, she served as an assistant, senior lecturer, associate professor, and head of the department of finance and credit. She also held the position of senior researcher in the department of finance.
Business and Public Service
From 1993 to 1994, Kostenko worked as a senior economist for the Novosibirsk-based company "ANRI." Between 1994 and 1995, she was a consultant and head of the economic and social policy department of the Novosibirsk Regional Council of Deputies.
Political Career
In 1995, Kostenko was elected to the State Duma of the Russian Federation for the second convocation. She was re-elected in 1999 for the third convocation, representing the Novosibirsk region.
