Early Life and Education
Mikhail Yefimovich Nikolayev was born on November 13, 1937, in Otemsky Nasleg, Odzhonikidzevsky District, Yakutia. In 1961, he graduated from the Omsk Veterinary Institute. From 1969 to 1971, he attended the Higher Party School under the Central Committee of the Communist Party of the Soviet Union (CPSU).
Early Career
After completing his veterinary studies, Nikolayev served as the chief veterinary doctor of the Zhiga District in Yakutia. He then transitioned to Komsomol (Communist Youth League) work, holding positions such as First Secretary of the Zhiga District Komsomol Committee, Head of the Komsomol Department of the Yakut Regional Komsomol Committee, and First Secretary of the Yakut City Komsomol Committee.
Party Leadership
Following his studies at the Higher Party School, Nikolayev worked in party leadership positions. He served as secretary and later First Secretary of the Verkhnevilyui District Committee of the Communist Party of the Soviet Union (CPSU). In 1975, he was appointed Deputy Chairman of the Council of Ministers of Yakutia.
Ministerial and Political Roles
From 1979 to 1985, Nikolayev served as the Minister of Agriculture of the Yakutia Autonomous Soviet Socialist Republic. In 1985, he was elected Secretary of the Yakut Regional Committee of the CPSU. He was elected to the Supreme Soviet of Yakutia for three consecutive terms from the 9th to the 11th convocations.
President of Yakutia
On December 8, 1989, Nikolayev was elected Chairman of the Presidium of the Supreme Soviet of Yakutia. In 1990, he was elected a People's Deputy of the Russian Federation and of Yakutia, and served as a member of the Constitutional Commission of the Russian Federation. On April 25, 1990, he became Chairman of the Supreme Soviet of Yakutia 12th Convocation. From December 20, 1991, he served as President of the Yakutia-Sakha Autonomous Soviet Socialist Republic.
Appointment to the Federation Council
In January 1992, Nikolayev simultaneously became the Head of the Government of Yakutia. On December 12, 1993, he was elected a member of the Federation Council from Yakutia, where he joined the Committee on International Affairs. On December 22, 1996, he was elected President of the Republic of Sakha (Yakutia) and became a member of the Federation Council's second convocation. He served as Deputy Chairman of the Committee on Federation Affairs, Federal Treaty, and Regional Policy.
Return to the Federation Council
In 2002, after losing the presidential election to Vyacheslav Shtyrov, Nikolayev was appointed to the Federation Council as a representative of the Government of the Republic of Sakha (Yakutia) on January 28, 2002. His term ended in January 2007.
