Early Life and Education

Mykhailo Papiyev was born on October 1, 1960, in Zaporizhzhia, Ukraine. His family later moved to Chernivtsi, where he graduated from Chernivtsi High School No. 32 in 1977. He went on to study at Chernivtsi State University, graduating in 1984 with a degree in Physics and a teaching certification.

During his university years, Papiyev worked as an assembler of semiconductor devices at the university's special design and technology bureau, Fonon.

Military Service and Career at "Elektronmash"

From 1982 to 1983, Papiyev served in the Soviet Army. After graduating from university in July 1984, he joined the Chernivtsi production association "Elektronmash" as an engineer-metrologist. In October 1986, he was appointed as a representative of state acceptance at the same company, a position he held until January 1990.

Business Career

From 1990 to 1993, Papiyev led the cooperative "Alliance" and served as the director of "MPO Alliance." In 1993, he became the general director of the production association "Alliance," which was part of the Association for the Production of Passenger and Specialized Vehicles "Tavria." In 1997, he became the general director of the scientific-production enterprise "Polymermash" in Chernivtsi.

Political Career

Papiyev's political career began in August 1997 when he was appointed as the deputy chairman of the Chernivtsi Regional State Administration, a position he held until August 2000. From 2000 to 2002, he served as the secretary of the Chernivtsi Regional Committee of the Social Democratic Party of Ukraine (United).

In 2002, Papiyev was elected to the Verkhovna Rada on the Social Democratic Party of Ukraine (United) ticket. He was a member of the Committee on Environmental Policy, Nature Resources, and Elimination of the Chernobyl Catastrophe and became deputy head of the Social Democratic Party faction.

Ministerial Positions and Social Reforms

From November 2002 to February 3, 2005, Papiyev served as the Minister of Labor and Social Policy of Ukraine in the government of Viktor Yanukovych. During his tenure, the Ministry achieved significant successes in the social sector and maintained that level during the political crisis of autumn 2004. Papiyev resigned after Viktor Yushchenko came to power.

From August 4, 2006, to December 18, 2007, Papiyev returned to the position of Minister of Labor and Social Policy in the government of Viktor Yanukovych, following the formation of the Anti-Crisis Coalition.

Return to Parliament and Senior Roles

In the snap parliamentary elections of 2007, Papiyev ran on the "Party of Regions" list, having suspended his membership in the Social Democratic Party. He later joined the "Party of Regions" and became a member of parliament from that party's faction. He became the "shadow" Minister of Social Policy in Yanukovych's "opposition government."

On March 11, 2010, Papiyev was appointed as an extraordinary adviser to the President of Ukraine. From March 18, 2010, to March 7, 2014, he served as the chairman of the Chernivtsi Regional State Administration.

In the snap parliamentary elections of 2014, Papiyev was elected as a Member of the Verkhovna Rada of the VII convocation from the "Oppositional Bloc" party. In March 2015, he became the Minister of Social Security in the shadow cabinet of ministers formed by the "Oppositional Bloc."

Investigations and Accusations

In March 2015, the Prosecutor of the Chernivtsi Region announced the completion of a pre-trial investigation into allegations that Papiyev had abused his authority and obstructed citizens' free exercise of their electoral rights. The allegations stemmed from accusations that he had used his official trips to campaign for a candidate from the Party of Regions during the 2012 parliamentary elections. The materials of the investigation were referred to the Prosecutor General's Office for consideration of whether to strip Papiyev of his parliamentary immunity.

Family and Awards

Papiyev is married. He has been awarded the Order of Merit, Second and Third Class, for his significant contributions to the socio-economic, scientific-technical, cultural-educational development of Ukraine and for his long-standing and conscientious work.
