Early Life and Education

Professor Mykhailo A. Baimuratov was born on October 13, 1954, in Odessa, Ukraine, into a family of workers. In 1973, he graduated with honors from the Odessa Basic Medical College as a paramedic. He subsequently served in the Soviet Army and later in the Ministry of Internal Affairs. During this period, he graduated with honors in law from the Odesa State University in 1982.

Academic and Professional Career

After completing his military service, Baimuratov embarked on a scientific and pedagogical career at the I.I. Mechnikov Odesa State University (1982-1992). He also held a position at the Odesa Production Association "Elektrik" as the head of the personnel department. In 1993, he defended his candidate dissertation, and in 1996, he became the first Ukrainian to defend a doctoral dissertation on municipal law, "International Cooperation of Local Self-Government Bodies of Ukraine."

In 1997, Baimuratov joined the Odesa National Law Academy as an associate professor of international law and international relations. From 2002-2005, he served as the Academy's vice-rector for scientific work. In 2005, he became a professor and head of the Department of Law at the Mariupol State Humanitarian University, and in 2008, he became the head of the Department of Constitutional, Administrative, and International Law.

Research and Publications

Baimuratov is an esteemed scholar in the fields of constitutional law, international relations, and municipal law. He has authored over 150 publications, including 15 monographs, 5 textbooks, and 4 textbooks. His research focuses on constitutional law, public and private law, and international relations. He has supervised 25 candidates and 3 doctors of law.

Public Service and Recognition

Baimuratov actively participates in public life. He is a member of specialized academic councils in several Ukrainian and Moldovan universities. He has been a member of the Joint Ukrainian-American Comparative State-Building and Governance Program (1995) and the TACIS International Program on European Union Law (2003-2004). Since 2007, he has served as a chief scientific consultant at the Institute of Legislation of the Verkhovna Rada of Ukraine and a chief scientific officer of the European Public Law Organization in Ukraine.

In 2019, he was appointed to the Scientific Advisory Council of the Constitutional Court of Ukraine. He is also a member of the editorial board of the "Legal Bulletin" and other professional publications.

Baimuratov's contributions to local government are significant. He served as a member of the Odesa City Council's executive committee (2005-2006), the chair of the Investment Council of the Odesa City Mayor (2006-2010), and an advisor to the chairman of the Odesa Regional State Administration (2006-2007). He was also a deputy of the Odesa Regional Council (2006-2010).

Awards and Honors

Baimuratov has been recognized with numerous awards for his academic and professional achievements. He has received three state awards from the USSR and four from Ukraine, the Medal "For Scientific Achievements," and the "Distinguished Educator of Ukraine" badge.
