Early Life and Career

Born on June 21, 1951, the Kazakh statesman and diplomat embarked on his career in 1972 as a normsetter in a construction organization under the Ministry of Rural Construction in Kazakhstan. From 1973 to 1974, he served in the Armed Forces of the USSR.

Academic and Political Journey

After completing military service, he pursued higher education at the Alma-Ata Institute of National Economy in 1978. He subsequently graduated from the Diplomatic Academy of the USSR Ministry of Foreign Affairs in 1989.

From 1976 to 1986, he held various elected positions within the Union of Youth of Kazakhstan, ranging from local to national levels.

Diplomatic Service

In 1989, he became the First Secretary and Counselor at the Soviet Embassy in Tunisia. From 1992 to 1993, he served as Head of Department and Director of the Middle East and Africa Department at the Ministry of Foreign Affairs of Kazakhstan.

Government and Diplomacy

In 1993, he was appointed Press Secretary to the President of Kazakhstan. He later served as Director of the National Higher School of Public Administration under the President from 1994 to 1995. Subsequently, from February 1995 to January 1997, he held the position of First Deputy Minister of Foreign Affairs of Kazakhstan.

Ambassadorial Career

From 1997 to 1999, he served as the Ambassador Extraordinary and Plenipotentiary of Kazakhstan to France. Subsequently, he was appointed Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Swiss Confederation, Permanent Representative to the UN and other international organizations in Geneva, and Ambassador Extraordinary and Plenipotentiary to the Vatican City.

Return to Diplomacy

In 2008, he was appointed Deputy Minister of Foreign Affairs of Kazakhstan. In 2009, he returned to France as the Ambassador, also serving as Ambassador to Portugal, the Principality of Andorra, and the Principality of Monaco.

Literary Contribution

He is the author of several articles on international relations, published in various books and collections by the Ministry of Foreign Affairs of Kazakhstan.
