Early Life and Education
Pavel Sergeevich Kaltakchyan was born on January 8, 1950, in Baku, Azerbaijan. As a child, he moved with his family to Armenia.
University Education and Early Career
In 1967, Kaltakchyan enrolled at Yerevan State University, where he studied economics and graduated in 1972. Upon graduating, he worked as an economic engineer and programmer at the Abovyan "Izmeritel" Plant from 1972 to 1975.
Economic Career in the Armenian SSR
In 1975, Kaltakchyan became a senior economist at the Abovyan "Kotayk" Association. He later moved to the Yerevan Electric Apparatus Plant, where he served as a senior economist and chief accountant from 1975 to 1985.
Government Service
From 1985 to 1991, Kaltakchyan worked in the Office of the Council of Ministers of the Armenian SSR as chief accountant. Following Armenian independence, he joined the State Property Management Committee, where he held the positions of deputy chairman and first deputy chairman from 1991 to 1993.
Head of State Property Management
In 1993, Kaltakchyan was appointed head of the State Property Management Department of Armenia. He later served as Minister of State Property Management from 1997 to 2000.
Academic Career
After leaving government service, Kaltakchyan joined the Russian-Armenian State University in 2000 as a lecturer in economics. In 2004, he became deputy chairman of the State Commission on Economic Competition of Armenia.
