Education
Rostislav Zamlynskyi was born on February 27, 1976, in Lviv, Ukraine. He holds three higher education degrees from the Lviv Commercial Academy (now Lviv Trade and Economic University). In 1998, he graduated with a degree in Economics. In 2001, he obtained a Master's degree in International Economic Relations. Five years later, he became a certified lawyer.
Family
Rostislav Zamlynskyi is married to Viktoria, who worked as a land management specialist in the Lviv City Council's Department of Urban Development in 2019. In 2020, she unsuccessfully ran for the Lviv City Council as a member of the UDAR party. The couple has a son, Vladislav, who is involved in American football as a co-founder of the "Lions" team and the head of the Lviv Regional American Football Federation.
Career
After completing his first degree, Zamlynskyi moved to Kyiv and joined the company "Lybid-Plus." From June 1998 to July 1999, he served as the head of the firm's marketing department. In 2000, he returned to Lviv and worked for several organizations, including the "State Export-Import Bank of Ukraine," the "NewBiz" Business Support Center, and "GAZMA" LLC. In 2001, he became a self-employed entrepreneur. For the next four years, Zamlynskyi focused on market research and public opinion surveys. From August 2005 to February 2007, he held the position of Deputy Head of the Lviv Regional Control and Audit Department.
Philanthropy and Business
From February 2007 to July 2011, Zamlynskyi dedicated himself to philanthropy. He served as the financial director of the international charity fund "Ukraine 3000" and the charity fund "Children's Hospital of the Future." In November 2011, he became the commercial director of the Kyiv-based company "K.S.R." (installation and assembly of machinery and equipment). In the summer of 2013, he headed the commercial plant "ElectronMash," a subsidiary of the enterprise JSC "Concern - Electron."
Government Service and Politics
From April to June 2014, Zamlynskyi served as an assistant to the first deputy chairman of the Lviv Regional Council. In June 2014, he was elected to various leadership positions within the Lviv and Rivne Regional State Financial Inspectorates.
In February 2015, Zamlynskyi began working for the Lviv Regional State Administration, where he held multiple positions over the next four years, including advisor, first deputy chairman, head of the Investor Service and Forest Sector Council, and acting governor.
In 2019, he briefly served as an advisor to the director of Lvivenergosbyt. In 2020, he was a candidate for the Audit Chamber. From March 2020 to November 2021, Zamlynskyi was appointed as the first deputy minister for issues of reintegration of the temporarily occupied territories of Ukraine.
In January 2022, the Cabinet of Ministers appointed Zamlynskyi as the Deputy Minister of Defense under Oleksii Reznikov. In this role, he is responsible for finances and oversees the entire anti-corruption department, including the anti-corruption office, internal audit, and inspection.

In early 2023, a corruption scandal erupted within the Ministry of Defense due to inflated prices for food supplies for Ukrainian soldiers (e.g., eggs purchased for 17 hryvnia).
Media reports implicated Zamlynskyi as one of the officials allegedly leading corruption schemes within the ministry and responsible for dismantling its anti-corruption infrastructure. He was also criticized for his involvement with the "Ukraine 3000" charity fund, which allegedly mismanaged billions of oligarch funds intended for the construction of the "Hospital of the Future."
