Early Life and Education
Born on September 22, 1967, in the Vinnytsia Oblast of Ukraine, Tochytsky graduated from Uladivska Secondary School. He served in the Soviet Army from 1985 to 1987. In 1993, he earned a degree in French and English translation from the Taras Shevchenko National University of Kyiv. In 1995, he graduated from the Institute of International Relations at the Taras Shevchenko National University of Kyiv with a specialization in international law.
Diplomatic Career
Tochytsky has held several diplomatic positions throughout his career:
- Consul General of Ukraine in San Francisco (USA) (2005-2008)
- Ambassador Extraordinary and Plenipotentiary of Ukraine to Belgium (2016-2021)
- Ambassador Extraordinary and Plenipotentiary of Ukraine to Luxembourg (2016-2021)
- Representative of Ukraine to the EU (2016-2021)
- Deputy Minister of Foreign Affairs of Ukraine (2021-2024)- Deputy Head of the Office of the President of Ukraine (2024)
