Following his graduation, Gnägi practiced law until 1945. In that year, he joined the Party of Farmers, Traders, and Independents (later renamed the Swiss People's Party).

Rudolf Gnägi was born in the Swiss canton of Bern. He pursued his legal studies at the University of Bern and earned his law license in 1943.
Following his graduation, Gnägi practiced law until 1945. In that year, he joined the Party of Farmers, Traders, and Independents (later renamed the Swiss People's Party).
In 1952, Gnägi was elected to the Bernese cantonal government, where he served as Minister of Economy from 1954 to 1955. Concurrently, he was a member of the Swiss National Council (lower house of parliament) from 1953 to 1965.
In December 1965, Gnägi was elected to the Swiss Federal Council (government). He served in the following ministerial positions:
