Early Life and Education
Ruslan Kramarenko was born in Kyiv, Ukraine, on October 2, 1978, into a military family. In 1993, he joined the Kyiv Suvorov Military School (now known as the Ivan Bohun Kyiv Military Lyceum). Two years later, in 1995, he enrolled at the Kremenchuk State Polytechnic Institute as a Manager-Economist. He continued his education by pursuing an postgraduate degree in Economics of Industry at the Kremenchuk State Polytechnic University in 2004.
Upon completing his postgraduate studies, he entered the Kharkiv National Academy of Municipal Economy as an aspiring doctoral student in the field of Development of Productive Forces and Regional Economy. His doctoral dissertation focused on "Polydimensional Approaches to the Formation of an Innovative Economic Mechanism for the Integrated Management and Disposal of Solid Household Waste at the Regional Level."
Professional Experience
Kramarenko began his working life at the age of 17 as a second-category inspector-auditor in the Kremenchuk Finance Department of the District State Administration. Later, he became the acting head of the department's Income and Budget Planning Department.
In 1998, he joined JSC "UkrTatNafta" in Kremenchuk as an assistant to the first deputy chairman of the board. His responsibilities included preparing and overseeing financial and production reports, supply planning, and tax planning.
In 2001, he was promoted to deputy chairman of the board of JSC "Kremenchuk Petroleum Company," overseeing a workforce of 4,432 employees and 8,000 individuals in affiliated companies. From May 2002, he filled the role of deputy director of LLC "UkrTatNafta-Center," part of the JSC "Tatneft" Ukraine group. In this position, he supervised the financial operations of the holding company, its oil refinery, and its network of gas stations.
In 2003, Kramarenko became the head of the department of pricing and tariff policy at the State Enterprise "UkrMorPort" of the Ministry of Transport and Communication of Ukraine. From 2004, he served as the director of the department of prospective development and project manager of the Ukrainian-Kazakh oil transportation company "Trans-Yug," part of the "VIKOIL" group. In 2005, he ascended to the position of general director of LLC "Vik Oil," also part of the "VIKOIL" group.
Ministry and Kyiv City State Administration
Under the Cabinet of Ministers order No. 118-r in 2007, Kramarenko was appointed as deputy minister of housing and communal services in the newly established Ministry of Housing and Communal Services. In this role, he established and supervised the work of the financial and administrative department, the department of economics and tariff policy, and the department of foreign economic activity and international relations.
In 2008, the newspaper "Delo" ranked Kramarenko as the youngest deputy minister in Ukraine. The publication reported that he was brought into Viktor Yanukovych's Cabinet by the current head of the Kyiv City State Administration, Oleksandr Popov. Kramarenko had met Popov over ten years earlier when he was working in the Kremenchuk district finance department and Popov was the mayor of the neighboring city of Komsomolsk.
After a brief stint in government service, Kramarenko worked at the Kremenchuk Oil Refinery "UkrTatNafta" and its related structures. He transitioned to the deputy minister's position from his role as CEO of "Vik-Oil," the company operating "UkrTatNafta's" network of gas stations. Upon the resignation of Yanukovych's Cabinet, Kramarenko became one of the few deputy ministers to continue working in Yulia Tymoshenko's government.
In June 2010, he was appointed as deputy chairman of the Kyiv City State Administration. In this capacity, he oversaw the main financial department, the main department of internal financial control and audit, the main department of economics and investments, the main department of land resources, and the main department of pricing policy.
Kyiv City State Administration head Oleksandr Popov entrusted Kramarenko with the implementation of target budgeting for the city. Popov explained that Kramarenko's experience in this area earned him the position.
